Our society is becoming more and more diverse. People differ in their national, social and ethnic origin and in their gender, they belong to different (or no) religions and world views. Recognising this diversity is an important aspect of democratic participation. It must be reflected in public institutions and civil society. This requires diversity-oriented organisational development, which includes not only diversification of the staff structure, but also diversity-sensitive allocation of public funds. In this way, a structural disadvantage of potential funding recipients with diversity relevance is to be avoided and a further opening in civil society is to be supported. The aim of cultural relations and education policy (ACBP) is to enable access to culture and education across geographical, social and political borders. This applies both in the international sphere and at home. In order to implement this mission - participation and access - successfully and sustainably, the structures and processes of the AKBP should reflect the reality of social plurality.
The aim of the planned project is to examine the diversity of existing funding and cooperation structures (including the direct funding area of the Federal Foreign Office as well as the indirect funding area of the so-called intermediary organisations) using the example of cultural relations and education policy (AKBP). The decision-making processes during the tendering, evaluation and awarding phases of funding will also be analysed. On this basis, (perceived) exclusion mechanisms of diversity-related funding recipients will be identified and a corresponding medium-, person- and organisation-related diversity strategy will be elaborated.
