Employees with a migration background are underrepresented in the public service. Therefore, countermeasures have been established under the keyword "intercultural opening". The project "A Time Window for Diversity" provides an overview of strategies to increase the proportion of employees with a migration background in the public sector and their success. The reason is that with the retirement of the baby boomers, many positions in the administration are becoming vacant. The necessary new hires represent an opportunity to better reflect Germany's diverse population in the administration as well.
In a qualitative study, on the one hand, integration officers in the federal government, the states and selected municipalities are interviewed about the political strategies of intercultural opening in the civil service. On the other hand, measures of personnel recruitment of the supreme federal and state authorities as well as of municipal administrations will be examined. The aim is to identify success factors for increasing the proportion of employees with a migration background in the civil service.
