Monitoring and evaluation of a protection concept for refugees in refugee shelters

In this pilot project, protection concepts for refugees in refugee shelters were evaluated at two locations. In addition, an easy-to-use online tool (app) was to be developed and tested in order to continuously supervise how protection against violence is implemented in refugee shelters. First, a questionnaire and a modular system for monitoring the minimum standards were developed in cooperation with the federal initiative "Protection of Refugees in Refugee Accommodation". For the evaluation, 120 qualitative interviews were conducted at both locations, including 80 individual and group interviews with residents in ten languages. The data collected was analysed, visualised and selectively made available. The corresponding data protection guidelines and agreements, especially with regard to vulnerable groups and sensitive data of the shelters, were taken into account. With the conclusion of the pilot phase, a nationwide expansion of the monitoring will be examined.
Results: The project resulted in a digital, online-based monitoring system and a handout that is made available to the operators of refugee shelters. Important insights into existing deficits were gained from the evaluation. In a briefing note, proposals for action were developed to improve protection concepts. In addition, an anthology was published on the topic and a scientific article was written for a professional journal.
