Monitoring and evaluation of violence protection in refugee shelters: scaling up and deepening

Protection against violence is a central task of facility operators and sponsors in refugee shelters throughout Germany. Despite varying social, legal and institutional conditions, its implementation in every facility requires constant monitoring combined with targeted evaluations of its effectiveness. In a pilot project, we are developing an online-based and modular monitoring tool for this purpose as well as methods for evaluating the processes and effects of violence protection. The project outlined here builds on this pilot phase and 1) scales the monitoring tool for nationwide application while adapting it to state- and facility-specific framework conditions and 2) evaluates protection processes and risks with qualitative studies in selected facilities, especially on previously neglected aspects and vulnerable groups. Thus, the project goals of gaining knowledge about violence protection for its further development and the long-term nationwide institutionalisation of monitoring in refugee accommodation facilities mutually benefit each other.
In the project, we deal with questions of how the developed monitoring of violence protection can be scaled nationwide in refugee shelters, how it can be adapted to local needs and how a responsible evaluation and analysis of the data can be prepared. Furthermore, the project raises the questions of how and with which effects the protection against violence can be implemented in refugee shelters, which risks for vulnerable groups and which potentials of the protection against violence can be identified in order to improve the protection against violence and the monitoring, and which best-practice models in dealing with particularly vulnerable groups in the implementation of the protection against violence can be identified.
