The integration reports of the Federal Government Commissioner regularly measure the state of equal participation, involvement, equality of opportunity and acceptance of people with an immigration history. DeZIM produces them: the 2024 report "Participation in the Immigration Society" has been published, and the 2026 report is in preparation. Beyond the figures, the reports offer context from the scientific literature and in-depth analyses of selected topics.

Guiding research questions

What role do one's own migration experience, or that of one's parents, play for employment, education and health?
Do people who immigrated directly, their descendants and people without an immigration history differ – and are these differences growing or shrinking over time?
How does the general population perceive immigrants and their descendants?
The reports do more than present figures. Through our choice of thematic areas and indicators, we also set substantive priorities.

The goal of the Integration Reports of the Federal Government Commissioner for Migration, Refugees, and Integration is to regularly monitor and provide scientific background on developments in the field of integration.

The Integration Reports 2024 and 2026 focus on the equal participation, equal opportunities, and the acceptance of immigrants and their descendants in Germany. They, for example, examine the role that migration history plays in terms of integration into the labor market, or in education and health care. Are there differences between immigrants, their descendants, and people without a migration history in their access to important resources and commodities? Do existing inequalities between these groups increase or decrease over time? The reports also examine the general population’s acceptance and perception of immigrants and their descendants.

The integration reports provide important data-based facts for the discussion on integration in Germany. Through the selection of topics and indicators, they also suggest which social issues should be at the center of the discussions around integration.

Integration debates are often conducted without a robust data basis that is comparable over time. The reports close this gap by regularly updating the same thematic fields and indicators.

At the same time they make a decision that is rarely made explicit: which areas of society belong in integration reporting at all? Through the selection of thematic fields and indicators, the reports take an explicit position on this.

The reports are intended to measure developments in integration regularly and to assess them scientifically. They thereby provide a robust data basis for political and public debate – while also making transparent which areas of society integration debates should address.

The reports update a set of indicators along fixed thematic fields and differentiate the analyses by immigration history, generation and further characteristics. The time series are supplemented by in-depth analyses and by findings on the perceptions of the general population.

All analyses and breakdowns from the reports are additionally available through the Federal Statistical Office's Integration Dashboard, so that they can be reused independently of the report text.

The 2024 report "Participation in the Immigration Society" has been published; the 2026 report is currently in preparation.

From the project's wider context, an analysis of skilled workers without German citizenship in shortage occupations is also available. It shows that these workers play a major role precisely in shortage occupations, and that their importance is likely to grow further as shortages increase. This is nevertheless not yet reflected in above-average income growth of the kind that would indicate rising bargaining power. One possible explanation lies in their comparatively low level of trade union representation.

In the reports, this term replaces the older category "migration background". It places the act of immigration at the centre rather than citizenship, and distinguishes between people who immigrated themselves and their descendants born in Germany. This distinction is necessary because the two groups differ substantially in age, length of residence and life situation.
