Climate mobility between adaptation and control? Contested agendas in IGAD–Germany cooperation in Africa

This study explores the interplay of interests in development cooperation at the intersection of migration and climate change, focusing on the partnership between the Intergovernmental Authority on Development (IGAD) and Germany. Through an analysis of interviews and key documents, this study reveals areas of convergence and divergence in interests and priorities. While both parties recognise the need for climate adaptation support, tensions emerge regarding approaches to mobility and resilience. Germany’s security-driven extraterritorial border-control agenda clashes with IGAD’s push for open regional mobility. The study highlights how power asymmetries impede the formulation of effective policies for populations affected by climate change.
